In the daily Pesukei dezimrah we read "az yashir."
We say "zeh keili vianveihu."
Rabbeinu Bachye explains:
"ואנוהו", אני והוא, כלומר אדמה לו כענין שכתוב: (דברים כח, ט) "והלכת בדרכיו". ואמרו רז"ל: (שבת קלג ב) מה הוא רחום אף אתה היה רחום, מה הוא חנון אף אתה היה חנון, מה הוא מלביש ערומים אף אתה הלבש ערומים, מה הוא ק ובר מתים אף אתה קבור מתים
Perhaps "Vianveihu" - "And I will glorify Him" must me stated [and lived] before Matan Torah.
From a chronological perspective of Redemption and the giving of the Torah, it makes a lot of sense that a commitment to midos tovos is here in the Shira at the splitting of the Sea, before the giving of the Torah itself.
Dereech Eretz Kodmah liTorah.
The way to glorify G-d is to live a life of imatato Dei .
Imitation is the highest form of flattery [glorifying another].
